Who is it for?
It is designed primarily for energy company managers, construction managers, energy services managers and government officials concerned with the issues raised by the establishment of new energy infrastructure facilities in developing states.
The course is of crucial importance for individuals such as senior officials in the energy ministries, regulatory agencies or utility companies in developing countries, plus petroleum business managers interested in the bidding, financing, construction and administrative processes involved in the development of new pipeline, power plant or distribution utility facilities in such states.
It will be taught primarily through the use of 'case studies', drawn from the experiences of the World Bank in providing assistance to countries undertaking the creation of new energy infrastructure facilities. Specifically, the course focuses on the development of such facilities through the use of public-private partnerships (PPPs). A full spectrum of PPP approaches would be considered, including, for example, management contracts, lease and affermage agreements, Build-Own-Transfer (BOT) and Build-Own-Operate (BOO) arrangements.
