Description
Manage the acquisition of goods and services at the most competitive terms and conditions under the participating market environment. Continuously improve programs, processes, and relationships.
• Select appropriate sourcing mechanism(e.g. existing (global) contract, on-line bidding, negotiation, sealed tender) based on the category or project strategy, specific demand requirements and current market conditions
• Establish the criteria to be applied in the pre-qualification of potential sources for specific goods and services requirements (e.g. financial stability, distributorship, reliability, level of service)
• Develop and issue tender/negotiate package defining all relevant technical, legal, commercial and procedural requirements of the proposed contract
• Coordinate clarification sessions where required and appropriate
• Receive and process supplier responses
• Ensure all company procedures are adhered to
• Determine if criteria for applicability of bidding are met. Decide bidding format and bid rules
• Analyze evaluation model and establish bidding parameters and award criteria
• Determine transformation factors for complex bids
• Establish auction parameters and develop the auction model using appropriate software tool
• Engage with suppliers and train suppliers in the use of applicable software tools
• May set up and administer contracts as needed
• Prepare a logistics plan, with transportation vendor, indicating the most effective and efficient routes to reduce HSE risk exposure and cost, including the provision for backloads with special emphasis on communications, rest breaks and legal maximum working hours for transportation personnel. The logistics plan should take into account any special conditions (e.g. weather, detours, traffic density, accident blackspots etc.)
• Establish logistics resource requirements for specific goods or services. Take into account infrastructure, selection of mode of transport/handling/storage, essential/non essential activities, required service levels and procedures
• Define, agree and record the specific responsibilities and accountabilities for the various logistical flows within the activity before commencing mobilization
Qualifications
High school Diploma, Some College Preferred, 8+ Years of Buying/Purchasing Experience
Experienced in products & services for Exploration & Production in Oil & Gas industry
Excel/Outlook/PowerPoint/Word Level 1, Oracle Procurement Module.
