Call for papers: OGEL special issue on "Oil Spills, with special emphasis on BP Macondo accident"

Oil, Gas and Energy Law Intelligence (www.ogel.org) invites submissions for a Special issue covering legal, contractual and regulatory issues in oil spills. The guest editors for this special issue are Professors John S. Lowe, George W. Hutchison Professor of Energy Law, SMU Dedman School of Lawand Owen L. Anderson, Eugene Kuntz Chair in Oil, Gas & Natural Resources, University of Oklahoma College of Law.

We encourage submission of relevant papers, studies, and brief comments on various aspects of this subject. The emphasis of this Special issue is on the BP oil spill and its legal, contractual and regulatory elements. In addition, however, we invite submissions of papers and studies covering the wider topic of regulating various elements of oil spills at international and national levels. Other possible questions that could be examined include:

* Liability and financial responsibility issues related to offshore oil production;
* Legality of retroactive changes to liability caps;
* Criminal liability for oil spills;
* Measuring damages, wider adoption of the approach of International Fund for Compensation for Oil Pollution Damage to damages?;
* Role of industry best practises;
* Oil spills and JOA's;
* Wider policy implications of the BP oil spill;
* Results of the official inquiry of the Montara oil spill, lessons and potential regulatory consequences;
* What can, if anything, regulators do to facilitate technological and organizational changes in the offshore oil and gas industry?
