Dr James Blanchard
Director
James Blanchard has a background in chemistry, biology and oceanography, and has some 25 years of international experience in the oil industry. Dr Blanchard has held various senior international health, safety and environmental posts with Marathon Oil and Enterprise Oil. Since 1992, he has worked as an HSE consultant to the industry. He has a broad knowledge of the upstream and downstream oil industry from licence negotiations through exploration, production, transport, refining and marketing. He has extensive experience in HSE Management Systems, their formulation, implementation, audit and training. This has included the role of advisor on the development of OGP's 'Guidelines for the Development and Application of HSE Management Systems'. In addition, he has considerable experience in strategic planning and policy development, risk and environmental assessments, audits, emergency response and oil spill contingency planning. Dr Blanchard is a Member of the Institute of Occupational Safety and Health and a Chartered Biologist.

Dr Scott McKelvie
Director

Scott McKelvie is the Managing Director of RBA in the UK and Operations Director for the RBA Group.  He has been involved in the upstream oil and gas industry for over 20 years originally through academic research in Canada and later with consultancies based in the UK. 

Dr McKelvie has acted as Health Safety & Environment Manager for a number of international oil companies and has managed HSE issues for projects over all stages of the life cycle of upstream oil and gas activities from license acquisition to decommissioning.  Projects have involved onshore and offshore operations for seismic surveys, exploration and appraisal drilling, field development, and production facilities. He has also been involved in HSE assessments of offshore decommissioning operations.



John Blanchard
Director
John Blanchard is an environmental biologist and agronomist by training and has over 20 years of experience in international consulting. He has conducted environmental studies and assessments and oil spill contingency planning for the oil industry, for operations in Bulgaria, Cambodia, Romania, Ireland, Indonesia, Italy, the Middle East, North and West Africa and the North Sea. He also has experience in land management and onshore environmental protection issues, where he has worked on both private and EEC/World Bank funded projects, in the UK, Switzerland, Italy, Pakistan, Albania, Saudi Arabia, Laos, and Bangladesh. Mr. Blanchard is a Chartered Biologist.

John Dobson
Project Director
John has 30 years experience of managing Quality, Environmental, Safety, and Security within the nuclear, military, process and oil and gas industries. Working for major companies such as British Steel, British Gas, Conoco, and Lasmo, he has managed: quality systems, reliability and availability studies; Hazops; Safety / Environmental / Security risk assessments; Safety Case development; HSES audits and reviews both in the UK and Internationally (including Venezuela, Colombia, Canada, Italy, Libya, Pakistan, and Indonesia). He has also developed, implemented, and provided training in HSES Management Systems and Emergency Response plans. He has developed and managed the implementation of Quality Assurance programs for major North Sea projects. A Fellow of the Safety and Reliability Society, he has published papers on business risk, structural inspection, and availability assessment.

Catherine A. Brosnan
Project Director
Catherine holds a Master of Natural Resource Management specialising in strategic environmental and social planning for new and operating projects in sensitive environments, particularly in relation to all aspects of the development and approval of Environmental and Social Impact Assessments and stakeholder negotiations. She has over 13 years of domestic and international experience in the oil, gas and mining industry. Most notably, Catherine served as the ARCO Senior Environmental, Health and Safety Manager for the Latin America Region working many projects at all asset phases in the sensitive Amazon region before transferring to Senior Environmental Manager for the large scale BP Tangguh LNG Project in West Papua, Indonesia. In her latest role she set new standards with respect to the development and integration of a broad range of environmental and social issues in the early stages of project development in sensitive environments including a biodiversity action plan, a Diversified Growth Strategy, public consultations, workforce management plans, stakeholder negotiations; relocation and resettlement plans, environmental and social policy statements, national employee mentoring programs, internal and external compliance systems - meeting corporate and project financing requirements. Her past experience also includes acquisition and divestiture due diligence assessments, permit applications, advice and counsel on environmental compliance issues, contract negotiation and consultant management, development and implementation of waste management systems, line and management training development and implementation.

Robin W. Markussen
Project Director
Robin is a Board Certified Industrial Hygienist (CIH) specializing in the technical aspects of workplace and environmental toxicology. She has over 18 years of domestic and international experience in the oil and gas industry (upstream and downstream), environmental management (remediation, land management and water management) and manufacturing projects. Most notably, Robin served as the Senior Industrial Hygienist and Environmental Consultant for the Los Angeles Metropolitan Water District, ARCO Los Angeles Refinery, ARCO Environmental Remediation Group and ARCO International Oil and Gas Company. She is also certified as an ISO 14001 Auditor (systems auditor) and a Tap Root Investigator (incident investigation). Her past experiences include implementing and managing the Environmental, Health and Safety (EH&S) aspects of operations and projects at all asset phases to include: acquisition due diligence reviews; regulatory reviews for new country locations; risk analysis for project EH&S issues; Environmental/Social Impact Assessment/Statement development; permit applications and obtainments; operating philosophies, policies systems, programs and procedures development, inclusive of emergency response plans and incident investigation requirements; discharge and impact modelling; Hazardous Operations Analysis' (HAZOP); line and management training development and implementation; and abandonment plans. Robin has spent the last ten years of her career balanced between operations located in the U.S. Lower 48, Asia, South America and most frequently, the Middle East. Her educational background is in Environmental and Occupational Health.

Jeff Bleathman
Project Director
Jeff has an academic background in environmental science and pollution analysis and control, and 15 years experience in environmental consulting including assessment and auditing, management systems and due diligence reviews. In addition to lead roles for major assessments in the power and process industries, Jeff has over 12 years experience in the project finance as lenders technical advisor for large scale industrial projects throughout Europe, the Middle East, and Africa, including project management of technology and performance reviews, contracts analysis, permitting, and environmental review. Industry experience includes coal, oil and gas fired power plant, wind farms, waste to energy schemes (including MSW and tyre processing), refineries, LNG facilities, and fertiliser production. Jeff has acted on behalf of potential lenders for the independent assessment of environmental work in support of several dam and hydropower schemes, including analysis of political sensitivities and resettlement and community development plans.

Dr Gary Cranmer
Project Director
Dr Cranmer has been involved in environmental management for over 20 years. He has a wide range of experience across a number of disciplines, and a detailed working knowledge of the upstream oil and gas industry. He specializes in environmental management systems, the environmental assessment process, and in the monitoring, audit and review of operations. He has worked world-wide for multinational oil and gas companies, such as BP, TOTAL and Shell, on all aspects of their operations; through seismic survey, exploration drilling, field development, production and abandonment. Dr Cranmer has been involved in environmental management programs at both a corporate and operational level. He has managed local consultants and liaised with regulators in several countries, and is well versed in the design and implementation of training programs and management presentations.

Alistair Angus
Project Director

Alistair Angus has a technical background in chemistry and physical sciences with over 30 years experience in the oil industry. He began his career with Core Lab in Aberdeen carrying out PVT analysis of oil field fluids moving to Caleb Brett as head chemist for its oil & gas section, supervising analysis of oilfield products in accordance with IP and ASTM standards. Following this, he moved to Conoco UK Ltd where he gained project and operational experience in the positions of Lead Safety Engineer and Senior Quality Engineer. Transferring to Enterprise Oil he developed and applied his project and operations HSEQ experience with the Nelson Platform, the Cook and Pierce developments and the Corrib project in Ireland. Alistair joined RBA from Enterprise Oil and was seconded to EnCana, then Nexen, where, as Environment, Health and Safety Manager, he was focally involved in the Scott Transition from Hess to EnCana and then Nexen. He was also heavily involved in the Buzzard project as it moved from HUC to Operations. He has also been involved in many drilling campaigns including latterly Coal Bed Methane activities in Cheshire. Alistair has moved back into RBA to consolidate his role as General Manager for the Aberdeen office.


Alistair has represented companies on the UKOOA Safety, Environment, and Employment Practices Committees, Step Change in Safety Organisation and was Chairperson of the Irish Offshore Operators Association. He is currently a committee member of IOSH’s Offshore Specialist Group. His strengths are in his rounded HSEQ background and knowledge of the industry, his ability to provide practical solutions to complex problems and his skill in communicating at all levels. He is a Chartered member of Institute of Occupational Safety and Health, a Registered Safety Practitioner and an associate member of the Institute of Environment Management and Assessment.



Forrest Frazier
Project Director
Forrest Frazier is a Marine Biologist/Oceanographer by training, and has over 20 years of experience in the health, safety and environmental field of the Oil and Gas Industry. He has a broad knowledge of EHS management systems, hazard assessment, training, emergency response and auditing. He is a registered Environmental Manager (REM) and a certified Environmental Auditor (CEA) by the National Association of Environmental Professionals. His past experience includes managing the environmental affairs for Amoco's Europe, Latin American and far East operations; the development and management of Amerada Hess's onshore environmental programs for North America; and managing the environmental concerns for Plains Resources oil and gas operations in such sensitive areas as the Sabine Wildlife Refuge, Florida Everglades, and downtown Beverly Hills California. Mr. Frazier was a member of Amoco's corporate audit team that conducted reviews of not only oil and gas operations but also, coal mining, chemical/refineries, and textile mills. He is best known for his development and implementation of an award winning Environmental Training series, developed for all levels of employees from upper management to field operator. His most recent work has been with Oracle Software Company assisting in the development of an environmental, health and safety management application for large or small corporations. He has also worked with Oracle University as project manager for the development of web based training.
